AEOM: Executive Summary
AEOM is a Human-Sovereign, Specification-Centric operating model for Agentic Enterprises, governed through intent, constraints and accountability, not process.
The rise of Agentic AI is forcing a rethink of how enterprises are designed, governed and managed. Process-centric operating models remain effective for stable, repetitive work, but they strain where complexity, ambiguity and change demand dynamic decision-making rather than fixed execution paths.
This whitepaper introduces the Agentic Enterprise Operating Model (AEOM): a Human-Sovereign, Specification-Centric operating model for Agentic Enterprises. Its central proposition is that the enterprise of the future should be specified rather than process-designed, governed through intent, constraints and accountability rather than rigid path design. Processes are not abolished; they become derived artefacts rather than the primary organisational asset.
The paper sets out six contributions:
- DAWN and The Box: Dynamic Agentic Workflow Notation (DAWN) is a specification framework; The Box is its minimal construct of five dimensions: Intent, Inputs, Outputs, Constraints and Governance. The Box describes the conditions from which execution emerges, and deliberately omits execution itself.
- Specification-Centric Design: an alternative to Process-Centric Design for environments of dynamically determined execution. Execution paths can vary; the governing specification stays stable.
- Human Sovereignty: a constitutional principle, not a supervisory afterthought. Humans retain ultimate authority over purpose, governance, constraints, delegation and accountability.
- Organisational Representation Theory (ORT): a common enterprise metamodel representing Human, Agentic and Hybrid Actors, their relationships, authority and evidence, extended by Organisational Inheritance Theory and Organisational Polymorphism.
- Workflow Execution Memory (WEM): an evidence and organisational-memory architecture that turns execution into evidence, evidence into memory, memory into intelligence, and intelligence into learning.
- Relationship to Agentic BPM: AEOM positions DAWN within the emerging Agentic Business Process Management research agenda, identifying both conceptual convergence and points of extension.
These are integrated into the five-layer AEOM architecture: Human Sovereignty, Specification-Centric Design, Human/Agentic/Hybrid Actors, Dynamic Execution and Workflow Execution Memory, and illustrated through a customer-onboarding example that contrasts a traditional process model with an AEOM specification.
